ATHMUQAM: Prime Minister Yousaf Raza Gilani on Friday announced Rs 50 million for the relief of flood-affected people in Azad Jammu and Kashmir besides directing construction of a 100-megawatt powerhouse on Neelum River to meet the electricity demands of the state.<br />
<br />
Addressing a large gathering at Kel village in Neelum district during his visit to the flood-affected areas, the prime minister announced doubling of salaries of AJK police personnel. He declared Kel a sub-division of the district and said the Board of Investment had been directed to carry out a study aimed at promoting tourism and attracting foreign investment in the area.<br />
<br />
Similarly, the prime minister asked cellular companies to initiate and strengthen their services in the area, which would help promote tourism in this region. Azad Kashmir President Raja Zulqarnain Khan, Prime Minister Sardar Attique Ahmad, Information Minister Qamar Zaman Kaira, Water and Power Minister Raja Pervaiz Ashraf and Railways Minister Ghulam Ahmed Bilour were also present on the occasion.<br />
<br />
Gilani said that the government was utilising all resources to mitigate the sufferings of the flood-affected people, and the spirit and determination of the nation was the biggest support to face the challenges confronting the country. He appreciated the efforts of all provinces, political parties and non-government organisations in the rescue and relief of the flood-affected people.<br />
<br />
The prime minister assured the flood victims that soon after the completion of damage-need assessment, compensation would be given to all the affected families without any delay. He said that the devastation of the floods was enormous and no country could cope up with such situation single-handedly. He lauded the support of the international community in this hour of need.<br />
<br />
Separately, Prime Minister Gilani directed to convert the Railways Hospital Sukkur into a dedicated medical facility for treatment of patients with the acute watery diarrhoea. Keeping in view the heat and humidity in the south, he took this step to control the outbreak of water borne diseases in the flood-affected areas.<br />
<br />
He directed the Railways Ministry to place its hospital in Sukkur at the disposal of the Health Ministry which will convert the hospital into a dedicated medical facility for the treatment of water borne diseases. He said that no additional expenses will accrue to run the facility nor the existing staff will be displaced in any manner from the hospital. app</div>

She said she had been collecting money for the last five years so that her mother could perform hajj but each time the government increased the cost; this year the increase was by Rs38,000. She said that this was her mother’s last wish but now it seems it would remain unrealised. “If my mother dies without performing hajj, I will send the money to the prime minister and ask him to spend it on his protocol instead.”<br />
I trembled with fear because I know Allah is very close to the hearts of the poor and He listens to the plight of the oppressed.<br />
Another call I received was from Mansehra. Khalid Mehmood said he was a poor carpenter. However, his business was booming and prosperity knocked at his door during Pervez Musharraf’s days. Good food to eat and his children admitted to good schools. “Then I was told Musharraf is a dictator, an American agent and against Islam and Pakistan so I also shouted: ‘Go Musharraf, go’ with other people”. The democratic government came followed by slump and poverty. No money to pay the school fee, or for petrol or the utility bills. “The worst dictatorship is better than the best democracy. Please keep your democracy and return me the dictatorship.” Again I shuddered — since I like democracy but I could see that it had not delivered.<br />
The last call was from Karachi. It was different and more interesting.<br />
The man on the other end of the line said that Pakistan has had four military dictators: Ayub Khan, Yahya Khan, Ziaul Haq and Pervez Musharraf. All four left the corridors of power with full protocol and their lives ended honourably. Ayub and Musharraf left the presidency with guards of honour. Musharraf is enjoying a relaxing time in London and Ayub had spent his last days on a rocking chair comfortably in his lawn. Yahya Khan’s coffin was wrapped in the Pakistan flag and was given a salute. As for Zia, when he died, the eyes of the entire nation were full of tears on his death.<br />
Contrary to that the end of democratic leaders was not good. Zulfikar Ali Bhutto was hanged and only a couple of prisoners participated in his funeral prayers. He was buried in the darkness of the night. Two of the Benazir’s governments were dismissed disgracefully and no one came out in her support. She met a tragic death. Nawaz Sharif was arrested along with his family and was exiled. Ninety per cent of his party men betrayed him. Chaudhry Shujaat and Pervaiz Elahi currently are in search of face-saving as well.<br />
Why is it that in Pakistan dictators often do not meet unfortunate ends while democratically-elected leaders do?<br />
“The answer is the state of poor common people” the man said. They lived better lives, filled with less pain, and they had food and medicine and this was during the time dictators were in power. As for democratic leaders instead of providing ‘roti, kapra aur makan’ for the people, they deprived them of these things and this only increased their troubles. That is why, the man said, ordinary people prayed for dictators.<br />
“If the present rulers do not understand this point and do not wipe the tears of the poor people, the same thing will happen again.”<br />
And then the call dropped.</font></font></font><br />

Under normal circumstances, a cockpit is not supposed to have anyone other than the pilot and the co-pilot.</b> <br />
<br />
“The investigators have reportedly heard the voice of a third person in the cockpit of the Airblue jetliner,” a source close to the investigation told Dawn on condition of anonymity. <br />
<br />
The voice has been extracted from the Cockpit Voice Recorder, according to the source, and the investigators were looking into various possibilities and aspects. <br />
<br />
The CVR, which is part of the ‘Black Box’, is a flight recorder used to document the audio environment in the cockpit of an aircraft. In order to record and document the audio environment, microphones are installed in the pilots’ headsets and in the roof of the cockpit. <br />
<br />
The source said that the data of communication between the control tower and the pilot were available with the investigators. Dawn has also learnt that the pilot and control tower communicated with each other for two minutes and 25 seconds. <br />
<br />
Two teams are currently investigating the air crash in which 152 people were killed. One of them is headed by Air Commodore Khawaja Abdul Majeed, president of the Civil Aviation Authority’s Safety Investigation Board. It is focussing on human factors, possibility of technical fault and weather conditions. <br />
<br />
The second team, headed by Federal Investigation Agency Director General Zafarullah Khan, has been assigned the task of investigating the possibility of ‘sabotage’. <br />
<br />
The source said that investigators were trying to determine why the aircraft drifted five nautical miles away from its original route. “The late pilot was very experienced and professional with thousands of flying hours under his belt; hence the fact that the plane strayed five nautical miles from the original route is also a cause for concern for investigators,” he said. The source said that six investigators were yet to hold a joint meeting.<br />
<br />
When asked if there was a third voice in the audio recording of the cockpit, CAA director general Air Commodore (retd) Junaid Amin told Dawn: “I am not aware of the presence of a third person in the cockpit… you cannot judge from the audio whether there was a third person….”<br />
 <br />
<b>No fault in Airblue aircraft</b><br />
<br />
An analysis of the Black Box of the ill-fated Airblue aircraft which crashed on July 28 has revealed that it had no technical fault at the time of the accident. <br />
<br />
In intimation to A-320 operators across the world, Airbus said there was no need to update the procedures or make fresh recommendations after the ED 202 crash because all flight systems were working normally before the aircraft slammed into the fog-covered mountains. <br />
<br />
All 152 passengers on board were killed. <br />
<br />
The advisory was based on a preliminary analysis of flight data recorder and cockpit voice recorder by Bureau d’Enquetes et d’Analyses. <br />
<br />
A final outcome of the investigation may take months, but preliminary investigations have set the direction for the probe. <br />
<br />
According to aviation experts, the Airbus communication implies that technical malfunctioning has been effectively ruled out as the cause of the incident and it is up to the investigation team constituted by the Civil Aviation Authority to determine if the crash occurred because of pilot error, bad weather, control tower fault or any other factor. <br />
<br />
The cockpit voice recording readouts have also revealed that the pilots belatedly realised that they were flying into terrain. The first officer of the flight was heard screaming “Sir, pull up, pull up” moments before the crash. <br />
<br />
This revelation has been supported by the findings of local investigators which show that before hitting the mountains the aircraft had climbed from 2,600 feet to 3,100 feet. The aircraft was circling for Runway 12, where it was to attempt visual landing. <br />
 <br />
Sources privy to the investigations believe the pilot got panicked after realising that he was flying into the terrain and had turned the autopilot ‘heading bug’ to the left at more than 180 degrees. <br />

The aircraft, experts say, takes the shortest possible route in such situation and instead of turning left moved towards right. <br />
<br />
Why did the aircraft go so close to the hills? Several explanations are being dished out, but the most commonly heard of in the aviation circles say that the pilot while circling for Runway 12 was on Flight Management Computer, but instead of following the prescribed route he had probably created a ‘visual circuit using place bearing distance waypoints’ that put him in the wrong place. <br />
<br />
Insertion of place bearing distance waypoints is strictly prohibited by aircraft manufacturers because the Airbus FMC does not have a ‘fix page’ capability, wherein a defined distance can be superimposed on the existing route. <br />
 <br />
The standard instructions are that any route that is not supported by a ground navigational aid should not be used.</div>

			<content:encoded><![CDATA[<div>UNITED NATIONS: The United Nation  assured to continue aid efforts  in flood-hit areas despite a US  official warned that the  Tehrik-e-Taliban in Pakistan is planning to  attack foreign aid workers  participating in flood relief.<br />

&quot;We  will not be deterred from  doing what we believe we need to do, which is  to help the people of  Pakistan,&quot; John Holmes, the UN humanitarian  chief, told a news  conference at the world body's headquarters. <br />
<br />
“Of  course,  security issues are there, but we’ll continue to help a very  large  number affected by the unprecedented floods” Holmes, who is  leaving his  post, told a news briefing at UN Headquarters in New York. <br />
<br />
Holmes   said that the United Nations would take &quot;appropriate precautions.&quot;<br />
<br />
Replying   to a question, Holmes said he had not talked to the Pakistan  government  about beefing up security for the UN aid workers, but the  humanitarian  team in the country had taken up the matter. <br />
<br />
&quot;We  take these  threats seriously as we did before, take appropriate  precautions, but  will not be deterred from doing what we need to do,  which is to help the  people in Pakistan. We hope that others will  recognize that that's all  we are doing and we are not following any  other agenda,&quot; he added.<br />
<br />
Holmes  said that Pakistan’s needs were  enormous and the United Nations was  scaling up its efforts to help the  over 17 million uprooted people. Out  of the six million people in dire  need, the UN had reached about two  million.  <br />
<br />
There were 80,000  marooned people who can only be  reached by air, as he called for more  international help. Efforts to  expand the relief operations were  underway, citing UN’s appeal for 40  more helicopters. The UN was  waiting for a response, although Japan and  the United Arab Emirates  (UAE) have already offered to provide them.<br />
<br />
The  UN appeal for  $460 million is more than 70 per cent funded at $325  million, he said,  describing the response as “reasonable”.  So far the  total pledges so  far amount to $600 million, moving towards $1billion  mark. <br />
<br />
The  appeal will be substantially revised upwards in  mid-September as  billions of dollars not only for relief but also for  reconstruction of  the destroyed infrastructure, homes and other  facilities.<br />

Google promises that phone calls will  remain free ‘for at least the rest  of the year,’ while calls to other  countries start at $0.02 per minute.  The voice service for Gmail will  roll out to users over the next few  days. To get started using the  service, you will have to install the  free ‘voice and video chat’  Web-based service to your Gmail account  here.  Here's how it works:  First, you'll need Google's Voice and Video  plug-in. Within Gmail's  &quot;Chat&quot; window, a ‘Call phone’ option will  appear. Up pops a little  number pad, on which you can dial the phone  you'd like to call. Your  Google Voice number, if you have one, will  appear as the outbound  caller ID, and can be used to receive calls  within Gmail. Otherwise, a  generic number is shown, Search Engine Land  reports. Google doesn't  mention whether free VoIP calls will be possible  from cell phones, and  an official blog post on the subject only shows  Gmail's desktop  application. However, the number pad that pops up for  placing calls has  the proportions of a cell-phone screen; maybe that's a  hint of things  to come. <br />
 With the introduction of voice calls in Gmail, Google  probably just made  a few enemies. The first is Skype, which only allows  free VoIP calls to  other Skype users. With Gmail, all calls within the  United States and  Canada are free. I imagine Gmail's calling feature  won't go over well  with home phone alternatives such as Vonage and  MagicJack, not to  mention telcos that offer digital phone service. But  Google's going to  make a lot of people happy, as well. <br />
Home offices  could use the  Gmail service in lieu of a dedicated landline, and  people who don't have  landlines and want to cut down on their cell  phone minutes could use  Google's service for long conversations. If  Gmail phone calls remain  free beyond this year, it may be time to  invest in a wireless headset  and a mic.<br />
